School Procedures for National Televised Addresses

Following the September 8, 2009 Presidential Address to students, all Governor Mifflin social studies teachers for Grades 7-12 received taped copies of President Obama's televised speech. In addition, five copies of the broadcast were distributed to each of GM's primary schools. The taped speech is available for each teacher's discretionary use in his/her classes.

In the future, national televised addresses by the President, that are announced in advance, will be broadcast live for Governor Mifflin students. Secondary students and parents of all students may submit opt-out requests to the student's school principal prior to the event. Why is the District spending money on Capital Projects if we are in a budget crunch?

The School District manages its day to day operations out of the General Fund.  The General Fund has revenue from Local, State and Federal sources.  Money received from the Local and State sources have no restrictions.  It can be used for salaries, benefits, services, supplies, books, equipment, and/or debt services; in other words, anything the District decides is appropriate.  Federal Revenue Source is confined to specific expenditures that match the revenue received.

The District borrowed money for their building projects (High School, Intermediate, and Mifflin Park).  The bids for these projects came in less than anticipated.  The remaining money from bond issues can only be used for two purposes--Capital Projects and/or to retire debt. The money cannot be returned to the General Fund to help reduce taxes.

Retire Debt – in laymen’s terms, it means to pay off your mortgage.  School Debt is a little more complicated than an ordinary mortgage.  There are rules on when you are permitted to refinance; how often you can refinance; and specific time periods to spend the money.  *Based on these rules, the money in the account can only be used for Capital Projects.

The District has developed a three-year plan for the remaining debt service money.  The options on the table are:

  • Air condition Brecknock and Cumru schools (all schools will be A/C)
  • Replace roof at Middle School, Cumru and Brecknock (age)
  • Replace gym floor at Middle School (buckling)
  • Enlarge the Weight Training Room at High School (safety)
  • Install restroom for tennis court area (Township ordinance requirement)

We have signed contracts for the air conditioning projects at Brecknock and Cumru.  Bids have been received for the Weight Room project and an architect is in the process of putting the restroom for the tennis courts out for bid.  We have received a study on our roofs and will be making decisions based on the study.  We also have a state contract bid for replacing the Middle School gym floor.  Over the next several months, the administration will prioritize and make recommendations on the various projects to the Board.

Equitable Academic Opportunities

At a voting meeting on March 17, 2009, the Board of School Directors confirmed their support of the EAO initiative by approving a motion to omit Grade 9 Level 3 Earth & Space Science and Grades 9-12 Level 3 English, effective for the 2009-2010 school year. The board also voted to establish a Grade 9 Honors English course, in accordance with Phase I of the EAO implementation process.

The vote comes after several public presentations and discussions about the initiative that occured in January and February 2009. The following documents highlight the purpose and the details of the implementation plan and are available for dowloading:

Tip Line Established as New Method of Communication

The Governor Mifflin School District recently implemented a telephone TIP LINE, a new method of communication for district residents, students' parents and students who may have information or concerns of a sensitive matter.

The TIP LINE IS designed to be used as a communication tool, providing information pertaining to school safety issues. Examples of information that you may wish to provide through the GM TIP LINE may include:

  1. Concerns regarding district facility safety.
  2. Concerns regarding school bus transportation issues.
  3. Concerns regarding "bullying" within our school setting.
  4. Concerns regarding student safety issues both during the school day and after school hours.
  5. "Tips" concerning activities that may disrupt the school or learning environment.
  6. "Tips" concerning possible criminal activity affecting members of our school family including, staff and students.

This program will be evaluated throughout this school year. Mr. Kevin Smith, GM Director of Safe Schools, is hopeful that the TIP LINE will prove to be a successful tool.
