2019 Budget Town Hall

On April 29, 2019, the Governor Mifflin School District held its annual town hall meeting to answer residents’ questions about district finances. Residents were invited to submit questions about the district budget. Governor Mifflin superintendent, Dr. Steve Gerhard, and the district’s chief financial officer, Diane Richards, provided information in response to the questions submitted.

An updated summary of the district demographics and comparative data that shows how Governor Mifflin compares to other school districts in Berks County.

Question 1: Salary/Total Compensation

The following question was submitted from a district resident:

  • What is the starting salary for a teacher?
  • What is the cost for the total compensation package?
  • What is the average teacher salary?
  • What is the cost for the total compensation package for the average teacher?

Question 2: Fixed/Variable Costs

  • What percentage of the 2019-20 proposed budget is comprised of fixed costs?  Please list the top three items.
  • What percentage of the 2019-20 proposed budget is comprised of variable costs?  Please list the top three items.

Question 3: Tax Increase History

When was the last time (year) that the School Board proposed no increase in property taxes?

Question 4: School Board Voting Record

Can each school board member’s vote, regarding approval of the 2019-20 fiscal year budget, be published in the Mustang Messenger?

Question 5: Tax Increase & Cost of Living Adjustment

In an effort to help those taxpayers living on a fixed income, will the School Board limit future school property taxes to the percentage of the Social Security Cost of Living Adjustment?

Question 6: No Tax Increase Scenario

What would Governor Mifflin’s budget for the next several years look like if there was no tax increase for just one year next year (2019-2020). If we took a chance that since the state revenues have been greater than expected, GM received more from the state than expected and we gave the taxpayer a break for one year. And dipped into the reserve at the end of the year if absolutely necessary.

Question 7: State Mandates

We often hear about unfunded mandates from the State government.  How much is spent in the budget to meet these mandates?

Question 8: Property Tax vs. Sales Tax

(Paraphrased) We are all concerned regarding the inordinately high property school tax. It would appear homeowners are discriminated against…

The PA sales tax needs to be increased…

One could consider…decrease property tax for seniors…

Why should homeowners be discriminated against with this burden?

Next Budget Town Hall Meeting: April 27, 2022

The Budget Town Hall meeting is held annually in April. The next Budget Town Hall will take place on Wednesday, April 27, 2022 at 7:00 p.m. in the Governor Mifflin Intermediate School Cafeteria. 

This event provides a detailed explanation of the district finances and offers an opportunity for the public to submit questions regarding the district budget.

Members of the public are encouraged to submit budget questions at any time using the form below. These questions will receive a response directly and may be used to create a frequently asked questions section of this page.
